Preliminary noscript addition so that something shows up for users without JavaScript enabled, needs localization for other languages, has not been tested as I don't have an instance to test it on.

The lang attribute wasn't actually needed on the <p> element, but I wanted to have it there as an example for anyone localizing these changes. I think the best bet will be to just have localizations as other lines in here, unless the text can be brought in through the build process?
