Eugenij requested to merge eugenijm/pleroma-fe:follow-requests-for-locked-accounts into develop Feb 11, 2019

Currently, the only way for restricted accounts to know that they have new follow requests is to visit “Follow Requests” tab.

This MR makes the follow request notification count visible in the main UI panel. (Twitter and Mastodon make it visible too)

The complementary backend MR that provides the follow_request_counter value: pleroma!817 (merged).

(Styling is WIP; with regards to color, I thought of something more neutral and less demanding attention than red, probably grey. Suggestions are welcome.) Edit: updated style
