WIP: Image description authoring

This is a cleaned up version of !450 (closed). It still needs some love in terms of UX enhancement.

Bonus: adds support for media descriptions to the media modal.

I've got a rebased version at https://git.pleroma.social/xenofem/pleroma-fe/-/tree/rebased-image-description-authoring , not sure if there's a useful way to update this MR with it or if I should just submit a new one. It passes unit tests now (had to fix a small syntax error), and I'll be testing it out on my instance to see how the UX is.

It seems to be working fine so far and it's satisfactory for me UX-wise, I'll keep you posted.
