scopeOptionsEnabled was missing in config.json

Hey, given that at the moment the documentation on :frontend_configurations tells us:

These settings need to be complete, they will override the defaults. See priv/static/static/config.json for the available keys.

scopeOptionsEnabled needs to be in config.json. I've set it to false by default since scope_options_enabled is false in :fe. And double checked that it's taken into account on my instance.
