Minor documentation improvements

• Add links to directions in the beginning of CONFIGURATION.md
• Add an explicit title to user guide because MkDocs won't pick up the title from h1 after quote

Note that Gitlab doesn't render markdown metadata, so it will just look like this. If you don't want that, another solution would be to move the quote after the h1
