WIP: MastoApi: Implement old notifications behavior (seen / unseen)

Closes #429 (closed)

MastoAPI doesn’t support an API relevant to /api/qvitter/statuses/notifications/read.json (for markNotificationsAsSeen).

Also, MastoAPI is missing is_seen property.
