Unproper remote-instance migration prevents user deletion

Bug description
A friend of mine recently moved their remote instance from Misskey to Pleroma 2.0.2. My instance now no longer recieves any federated posts or media from said instance but the remote instance in question still federates fine with many other pleroma, mastodon and misskey instances.
Attempting to delete users from the remote through the admin FE raises a 404 error, other users from different instances can be deleted just fine. I've tried deleting various users from this instance in multiple ways, but to no avail. Posts from these users can be deleted just file.
Potentially of note: the adminFE throws 404 errors for just about any user viewed in it, but unlike users from the remote mentioned above these users still federate and can be deleted just fine.
Additionally, these users' profiles on my instance still point to the old profile url on the remote, as if the instance was still running misskey.
