Draft: Add accepted_shortcodes to StealEmojiPolicy

Ilja requested to merge ilja/pleroma:steal_emoji_policy__add_accepted_shortcodes_list into develop

When at least one pattern is provided, only emoji whose shortcode match one of these patterns will be accepted.

Mostly useful with the regex option to only steal e.g. blobfoxes.
