align notifs and timeline, adjust margins, use custom scrollbars

I adjusted notifications and timeline headers to be aligned on desktop layout, fixed the check icon align on notificationsPage, adjusted top margin amount on mobile and moved it to app.css, changed scrollbars to be themed
