I would like to propose that we add a Notifications tab to the User Instance Settings panel. The current configuration is highly confusing and also has unexpected behavior.

The end result would be:

  1. New Notifications Tab
  2. Web Push Notifications can be granularly configured
  3. Notifications Panel can be granularly configured

Currently if you use Web Push Notifications and you want to disable notifications for Favorites, for example, you must go to the Filtering tab which makes no sense. Additionally, when you disable the Favorites notifications, they disappear from the Notifications panel. This is confusing behavior. The Notifications Panel should not have items removed simply because you want to stop the Web Push Notifications for a specific type of activity.

Talked with @hj and he pointed out #232 that also covers this.

Let's build out something like that in a new Notifications tab, but completely ignore the audio/sound for notifications right now as we don't know how that will be architected yet.
