This makes sense, but the thing I don't understand is how this ever worked. In v2.3 it never called the streamer either: https://git.pleroma.social/pleroma/pleroma/-/blob/v2.3.0/lib/pleroma/web/activity_pub/transmogrifier.ex#L427-460

Nvm I figured out that ActivityPub.create/2 was previously doing it.
