Make activity announceable by its author.

Actually a simple change in visibility stuff, but maybe it would requires more work, i don't know.. but seems to actually works (for what I saw and asked sometimes)

Mastodon cannot send such Announces, but it can handle them correctly. I worked with Gargron to make sure they work correctly.

Well in my case, yes, for example some stuff i want people following me to see could miss (because timezone or stuff)

About tests and scope, i'll try to work on this soon (i wasn't in good state recently..)
